I would like to know if you can edit/configure xtream ui to work with multiple bitrates and transcoding channels for. M3u8 liks with this feature
If you don't or you can develop this feature in xtream ui I think we can reach an agreement if you could let me know

Shouldn’t this be in the “XtreamUI” category?

Also, get familiar with FFmpeg and you will find your solution.
