How To insert WebLink in Header.php

Hi All
can someone say me how i can insert WebLink in header, for example to a forum or other website, i know how i can create categorie or subcategorie, but i dont know where i must insert the link and how the line should look.

You can do this locally with F12 in Chrome

i mean in xtream ui panel, how i can do it with F12?
i whant create a new category Tools in Header of xtream ui Panel and then as submneu i whant insert WebLinks, example:

i know that i can add sub menu, but i dont know how the line should look where i put the Weblink, can you make me example how the line should look?
